To access the Page Banner dialog box, on the Menu bar,

   Insert,   Page Banner...

You see the 

Page Banner Properties 

dialog box:

By default, FrontPage selects the picture radio button. But since we don't 

have a picture for the banner, we would like FrontPage to use the title text 

instead.

To make the page banner use the text from the title of each page,

  the Text radio button

To insert the Page Banner,

You should see a Page Banner at the top of the page.

Adding Link Bars

Now that all the pages are included in the navigational structure, we want to 

add link bars to the child pages in order to facilitate navigation in the site. Link 

bars are hyperlinked navigational elements for a Web site and FrontPage uses 

the available themes to create them.
