city plans, road works and Web democracy. The Infocity target is to offer municipal 

services broadly over the network and ensure all inhabitants the possibility to use these

services.

The City of Tampere offers public Internet connections at 70 service points. In 

addition to the Web services and public Internet connections, the eTampere Infocity 

program provides Internet training for residents.

Tampere City Library was established in 1861. There is a main library, a newspaper 

reading hall, 14 branch libraries, 6 institutional libraries, and 2 mobile libraries. The

library is also responsible for Netti Nysse, a web service bus.

The key theme within the eTampere program is  eTampere   the city at home or on

the move.  It involves a comprehensive range of city services on the Web, and makes

these services available to all residents of Tampere. eTampere s Infocity sub program

aims to make these objectives a reality. The City of Tampere should develop into a

model information society by offering its citizens practical online services and by

improving their network skills. 

Making Web services available means that there should be enough public Web 

terminals, the price of home access should be reasonable and, where possible, network

connectivity should be financed by public funds. It also requires that citizens be trained

to use the online services and that the city website be designed to serve a considerable

increase in the number of users. 

The following key projects will be carried out with the help of external resources and as

joint projects: 

  electronic identification for official business, 

  development of case management and online democracy, 

  online invoicing, 

  appointments for social benefits and health services, and treatment adherence control, 

  experience providing services for museums and tourism, 

  cultural database, 

  online education, 

  portal for people moving to Tampere, 

  Tre D,  Virtual Tampere,  and its mobile application, 

  eHealth, 

  user interface for active personal navigation, 

  increase in the number of public terminals in libraries and other public places, 

  the launch of the mobile Web Bus,  Netti Nysse ,
