The Virtual City Hall Project is mainly transactional with the City Forms Online page

providing the facility to either print or e mail forms to the appropriate department.

Credit card payments and a municipal PIN are in the offing. The city has 9 public Inter 

net sites and the library has 12 computers. There is no branding of the facility.

North Bay is an example of a small library service playing a significant part in the 

e agenda of the city through the persistence and leadership of the library director. The

significant feature in this case has been the cash that the library has brought to the city

for the development of the Blue Sky project. Paul Walker s message was  have no shame

  be assertive  Have the ideas and carry them out .Go out and market. That is the

way to save traditional services, otherwise they will rely on volunteers and good deeds!

Oxford County Library, Ontario

Oxford County Library has one town and sixteen village libraries. The library initiated

the county's widespread wireless network (COIN   Council of Oxford Integrated 

Network.) Located in South western Ontario, the library serves residents of the County

of Oxford, and each library branch is a Community Access Program (CAP) site. Eleven

branches are also Service Canada Access Centres, providing information on the Canadian

Government and its services to the public. The Bill and Melinda Gates Foundation, in

partnership with the Ontario Ministry of Citizenship, Culture & Recreation, has provided

funding for the Gates Corner in Oxford Centre branch and the Gates Training Lab in

the Beachville Information Centre, home of Information Access Oxford.

The Library has piloted access to Service Canada, and hopes to become an outlet for

municipal government services soon. The Chief Executive Officer, Sam Coghlan 

recognises that working with partners is essential, but says,  putting services online is

not enough to guarantee ubiquitous access. We need to make sure that people who need

access, get it and libraries are the ones to do this.
