There were 120,000 page views in May and June 1999 for the eCitizen website. This

count rose to 360,000 for March and April 2000.

In June 2001, the number of page views for internet.gov.sg domain sites rose 22 

percent over the previous month to 683,750. (Page views refer to the number of times

users access a page on a website.)

Also during March and April 2000, the number of transactions for government services

on the eCitizen website increased three and a half times from 125,000 to 430,000.

However, as mentioned in the previous section, one Business Times article mentioned

that the number of page views for internet.gov.sg domain sites rose 22 percent over the

previous month to 683,750 in June 2001. And as reported in the Straits Times, in March

and April 2000, the number of transactions for government services on the eCitizen

website stood at 430,000.

The library service in Singapore is the vanguard of e service delivery.

 Under IT2000, IT and communications have been harnessed for specific applications

to cater for different user groups. For example, a nationwide digital library system now

links up the catalogues and resource materials of major libraries.

The digital library system refers to TiARA (http://www.tiara.com)   a multi agency

information service that provides access to library catalogues, online databases, Internet

resources and a calendar of events. This has now been enhanced as eLibraryHub

(http://www.elibraryhub.com)   launched on 8 Sep 2001 as a one stop, integrated digital

library with rich content comprising some 10,000 electronic books, 13,000 electronic

magazines, journals and databases, 900 video on demand titles and 700 CD ROM that

will be streamed seamlessly through the Singapore ONE Network.

The United Kingdom

The Accenture report ranks the UK as a  visionary follower.  The government has set

a target for all local authorities to deliver electronically 100 percent of all services 

capable of being delivered that way by 2005. National Government itself has created a

UK Government Gateway (http://www.ukonline.gov.uk). 

As a means of kick starting the process, the government provided funding for 25

 pathfinder  projects to provide a lead in developing  better and more accessible local

services by harnessing the benefits of local technology.  The criteria used to assess these
